PROMISING DIRECTIONS FOR THE DEVELOPMENT OF OPERATIONAL AND INVESTIGATIVE ACTIVITIES OF THE INTERNAL AFFAIRS BODIES OF THE REPUBLIC OF BELARUS BASED ON THE USE OF INTERDISCIPLINARY AND INTER-PRACTICAL RELATIONS

The methodological aspects of identifying interdisciplinary and inter-practical connections in relation to the development of the theory and practice of the OIA are considered in the article. Two types of these connections are characterized: between the theory or practice of the OIA and other scientific disciplines or practices and between different versions of the theory or practice of the OIA. The peculiarities of identifying these links are studied, taking into account their orientation towards technological innovations. It is shown that the most effective identification of these connections can be carried out within the framework of special analytical centers.

VIRTUAL-GRAPHIC FORM OF RECORDING THE PROGRESS AND RESULTS OF INDIVIDUAL INVESTIGATIVE ACTIONS

In the conditions of digitalization of public relations, it becomes necessary to improve the quality of pre-trial criminal proceedings by using the capabilities of modern technical and forensic tools and technologies. The forms of recording the progress and results of investigative actions indicated in the literature do not fully correspond to the modern level of development of society and the state. In this regard, the article introduces the concept of a «virtual-graphic form of recording» of individual investigative actions, provides examples of some methods and means that allow fixing the circumstances that are important for the case.

METHODOLOGICAL BASES FOR MAKING SUBJECTIVE PORTRAITS OF WANTED PERSONS

One of the most effective means of tracing and identifying criminals, whose identity is not known, is the production of subjective portraits, the so-called "identikit ". Despite a certain degree of subjectivity, the mental image formed in the memory of an eyewitness who observed the offender fully reflects the signs of his appearance to be successfully used in the practice of forensic identification. The process of making subjective portraits involves a skillful combination of tactical techniques and methodological approaches, conditioned not only by the ability to work with specialized software and hardware, but also by the presence of knowledge in the field of psychology, interpersonal communication, as well as certain artistic skills. The use of the provisions considered in the article will contribute to an increase in the effectiveness of the search for unidentified criminals, as well as the development of effective methodological tools aimed at improving special knowledge in the field of making subjective portraits.

THE CONTENT OF THE TECHNICAL AND FORENSIC SUPPORT OF THE ADMINISTRATIVE PROCESS

The article is devoted to the disclosure of the content of technical and forensic support of the administrative process, taking into account the system-activity approach. It is noted that the definition of the content of technical and forensic support can be considered as one of the areas of forensic systematics, which allows both to form the theoretical basis of this doctrine, and to create new knowledge about the technical and forensic support of the administrative process as an activity. At the level of scientific forensic theory, it should be disclosed through separate elements, which are also independent scientific categories: purpose, objectives, system, structure, types, levels, forms, etc. The consideration of these elements is focused on the practice of applying forensic competencies in the administrative process.

CURRENT ISSUES OF BIOMECHANICS OF CERVICAL SPINE INJURIES

The anatomical and functional specific features of the cervical spine (CS), which determine the biomechanical and clinical peculiarities of damage to bone structures and disco-ligamentous apparatus, are outlined. The types of injuries of the lower cervical spine according to the classification of B.L. Allen et al depending on the vector of the applied mechanical force are given. The main challenges associated with the forensic medical diagnosis of injuries to the fixation apparatus of the CS are considered. A brief characteristic of whiplash-associated disorder as a variety of neck symptoms caused by an accident with an acceleration-deceleration mechanism is presented. The need to develop clear diagnostic forensic criteria for injuries of the disco-ligamentous apparatus of the CS is emphasized, taking into account both the technical aspects of the circumstances of the accident and the dynamics of the clinical course.

METHODOLOGICAL APPROACHES TO DETERMINING THE DEGREE OF PHYSICAL WEAR AND TEAR OF ELEMENTS OF WOODEN STRUCTURES AS A RESULT OF THERMAL EXPOSURE

The authors of the article based on experimental studies, have shown the effectiveness of using the "resistography" method to assess the degree of physical wear and tear of structural elements of wooden residential buildings of farmstead buildings, damaged by fire, during conducting forensic construction and technical examinations. The main provisions of the TNLA for their use in the calculations of physical wear and tear of load-bearing wooden structures damaged by fire have been studied. The conclusion is substantiated that the depth of charring and the degree of craching of wood have the main influence on the decrease in the strength properties of load-bearing wooden structures when heated to high temperatures. The revealed features of the behavior of wood under the conditions of thermal exposure allow us to approach objectively the issues of assessing the technical state of the elements of wooden building structures, depending on the degree of their damage and identified defects, as well as determining the type and amount of necessary repair work when restoring the serviceability of such structures.

THE IMPACT OF THE MISMATCH OF THE LIGHT SOURCE WITH THE TYPE OF HEADLIGHT ON ROAD SAFETY

This article discusses the types and purpose of the headlight elements, the principles of their setting and adjustment, as well as the impact on the headlight of a light source not intended for its design. Based on the tests carried out to check the characteristics of the dipped beam when installing a light source not intended for its design in the headlight, and the obtained measurement results, it was concluded that installing a light source not intended for its design in the headlight leads to incorrect formation of the cut-off line and increased illumination in the shadow area. It was noted that the installation by car owners of light sources (gas-discharge and LED) not intended for this in the headlights to increase the illumination of the road in front of their vehicle puts other road users at risk. As a result of such re-equipment, the risk of blinding drivers of oncoming vehicles increases, negatively affecting road safety at night.

FORENSIC AUTHORSHIP EXAMINATION METHODS IN FOREIGN COUNTRIES

The article examines the problem of the methodology for conducting forensic authorship examination in foreign countries as a forensic expert examination aimed at identifying the author and his characteristics by the peculiarities of his written speech. The need to reveal the authorship of the text is connected with the investigation of cybercrimes– crimes committed with the use of computer technologies and the Internet; therefore, the text of a short electronic message is increasingly becoming the object of such forensic research. The article presents the cognitive and stylistic approaches that have developed in the practice of forensic analysis in foreign countries.

ABOUT SOME ISSUES OF LITHIUM-ION BATTERIES RESEARCH DURING FIRE AND TECHNICAL EXAMINATION

The article discusses theoretical and practical issues related to the fire hazard of lithium-ion storage batteries, describes the principle of their operation, provides an overview of the cases of fire of these batteries. The necessity of a complete and comprehensive study of the factors provoking the fire hazard of lithium-ion storage batteries, which served as a source of fire, as well as the involvement of experts in the field of examination of radio-electronic devices and trasological examination for conducting a forensic fire and technical examination based on these facts was substantiated. The relevance of this article is due to the growing number of forensic fire and technical examinations, during which the objects of research are electric current consumers, in which the source of electric energy are lithium-ion storage batteries.

DETECTION OF DROTAVERINE AND ITS METABOLITES IN BIOLOGICAL OBJECTS

The article describes the method of isolation of drotaverine and its metabolites from biological objects by solid-phase and liquid-liquid extraction methods. Retention indices of the identified compounds were determined, indicating the main directions of fragmentation of drotaverine molecules, its metabolites and their acethylderivates, trifluoroacethylderivates and methylderivates during the study by the chromatomass spectral method (electron ionization).
