Scientific and Practical Conference «Fundamental and applied research in the field of forensic activity and DNA registration of the population of the Russian Federation» 25 october 2019

The Rector of the State Educational Institution «Institution of Further Training and Retraining of the Personnel of the State Forensic Examination Committee of the Republic of Belarus» Irena Lapina took part in the Scientific and Practical Conference «Fundamental and applied research in the field of forensic activity and DNA registration of the population of the Russian Federation».

Irena Lapina spoke to the audience with a plenary report «Features of training and confirmation of competence of non-state forensic experts in the Republic of Belarus and the Russian Federation». At the end of the report a working discussion with answers to questions about the organization of the activities of Belarusian forensic experts, the structure of the State Committee, and the educational process at the Institute was held.

Besides, a meeting under the guidance of Bashkir State University, Kurultai and representatives of Russian Universities (Peoples’ Friendship University of Russia, Moscow State University, and Rostov State University) was organized. During the meeting the issues of organizing training of lawyers, specifics of planning the teaching load of the teaching staff, issues of organizing the activities of the association of educational institutions «Forensic Expertise» of the Russian Federation and the Union «Chamber of forensic experts named after Yuri Korukhov» were discussed.

Participants also took part in the conference sessions. In particular in the breakout session «Legal and ethical aspects of DNA registration of the population of the Russian Federation and ways to solve them». There was an exchange of views and materials on the problems of forming and using the DNA database in the practice of law enforcement agencies. In addition to the faculty of the Institute of Law of Bashkir State University, forensic experts and representatives of the Ministry of Internal Affairs of the Russian Federation and other state bodies participated in the discussion of the problems.

Of particular interest was the report on the results of research and the use of a new system of human DNA identification based on genetic identification numbers (R.R.Garafutdinov), reports and comments on the problems of DNA criminology (F.G.Aminev, A.V.Chemeris and others).

At the end of the conference materials and contacts were exchanged. The published collection of materials of the scientific and practical conference has been passed to the library Fund of the Institute for the acquaintance of all interested. The received information will be useful both in the educational process of the Institute and in the activities of practical expert units.
