Еxpert organizations of Belarus and Kyrgyzstan signed an Agreement on cooperation 28 september 2017

The Chairman of the State Forensic Examination Committee Andrei Shved and the Chairman of the State Forensic Expert Service of the Kyrgyz Republic Kairat Musaev signed an Agreement on cooperation in the field of forensic activity on September 28.

This is the 7th Agreement on cooperation with the expert institutions of the CIS countries. Signing a similar agreement with the Republic of Uzbekistan is planned before the end of the year. At present, the work is in progress towards establishment of constructive cooperation with the Republic of Moldova and the Republic of Tajikistan.

The Agreement is aimed at the interaction of the State Forensic Examination Committee of the Republic of Belarus with the State Forensic Expert Service of the Kyrgyz Republic on the exchange of experience in the field of forensic expert activity, training, retraining and professional development of forensic experts, as well as data exchange in the field of information and reference and scientific activities.

Foreign guests expressed particular interest in studying the Belarusian experience in reforming the forensic expert departments and their work as part of a single expert organization, technical equipment and modernization of expert equipment, training specialists in forensic expertise on the basis of the State Committee and the Institute for Advanced Training and Retraining.

The signing of this Agreement will become a solid foundation for further development and strengthening of mutually beneficial relations in the field of forensic expert activity between the Republic of Belarus and the Kyrgyz Republic, as well as establishing professional and scientific contacts between forensic experts of both countries.

During the visit representatives of the Kyrgyz Republic delegation visited laboratories of drug research, studies of oil products, elemental analysis, molecular-spectral analysis and genetic laboratories with possibility of high-tech equipment demonstration.

The Chairman of the State Forensic Examination Committee and the Chairman of the State Forensic Expert Service of the Kyrgyz Republic discussed issues related to the scientific provision of forensic experts, current trends in the development of forensic expertise, mutual training of specialists in such areas as drug testing, genetic, gemological, fire-technical, explosion, economic expertise.

After signing the Agreement the Chairman of the Kyrgyz delegation Kairat Musaev noted the following: “It is impressive that in such a short time the State Committee managed to transfer the entire problem situation in the sphere of forensic examination to normal way. Among the post-Soviet countries you are the only country that has followed this path and seeing your success and what you have achieved, we believe that we are on the right way (note - reforming the system of forensic institutions). Today we would like to get the experience that was originally obtained in Belarus when reforming the institutions of the forensic expert system.

For us signing the Agreement is extremely important. This is our first visit as an independent organization and for us the experience and the high result achievements of the State Forensic Examination Committee of the Republic of Belarus are very valuable. It is very indicative that the creation and the combination of all forensic departments in one organization makes sense. We believe that we in the Kyrgyz Republic have made no mistakes in this regard because best practices are seen and for us it is very pleasant and informative”.

Since the establishment of the State Committee and up to now interest from foreign countries is very high, we have already signed agreements with more than 15 countries around the world. Currently, there is an active work to prepare documents for signing with more than two dozen institutions and forensic bodies of foreign countries. A very important step in the development of international relations in the field of forensic examination was made. “Our Kyrgyz colleagues signed a full Agreement with us. From our side we are ready to share not only our experience, our results and achievements, not only to train foreign specialists in the Republic of Belarus, but also to get the experience and knowledge that our foreign colleagues have accumulated” - the Chairman of the Belarusian expert Committee Andrei Shved said after the meeting.
